Governors, mayors protest nuclear test by North Korea, request government to take action

Following a nuclear test conducted by North Korea on September 9, the Hiroshima governor and mayor sent a letter of protest to Kim Jong-un, chairman of the Workers’ Party of Korea. The local administrative heads of neighboring prefectures also sent similar letters of protest, strongly condemning North Korea’s action. They also requested that the Japanese government take tough countermeasures against the country. Some municipalities held meetings to discuss crisis management.

Yamaguchi Governor Tsugumasa Muraoka and Assembly Chairman Motonari Hatahara jointly sent a letter of protest by mail. It stated that the North Korean nuclear test is a clear violation of United Nations Security Council resolutions and runs counter to efforts to realize a world without nuclear weapons. The letter also said that the nuclear test seriously threatens the peace and security of Northeast Asia and the international community.

Okayama Governor Ryuta Ibaragi commented that the nuclear test is an unpardonable act that endangers the safety of people of neighboring countries. He added that he will take all possible measures to consolidate crisis-management systems in cooperation with the municipalities and authorities concerned.

Shimane Governor Zenbee Mizoguchi issued a comment that North Korea’s conduct endangers national security and threatens the peace of the international community and that this is extremely regrettable. He urged the Japanese government to call on the international community through the United Nations to stop North Korea from conducting unlawful acts. The prefectural government held a liaison meeting on crisis management at its prefectural office building. It also measured radiation levels in the atmosphere to confirm they were normal.

Tottori Governor Shinji Hirai requested that the central government cooperate with the international community and take robust action to resolve this issue as well as the problem of Japanese nationals abducted by North Korea. The Tottori prefectural government also discussed crisis management at its prefectural office building.

Municipalities in Hiroshima Prefecture also sent letters of protest to North Korea. Miyoshi Mayor Kazutoshi Masuda fiercely criticized North Korea, saying that the nuclear test tramples upon the sentiments of Hiroshima people. The mayors of Kure, Takehara, Mihara, Onomichi, Fukuyama, Fuchu, Shobara, Otake, Higashihiroshima, and Hatsukaichi, some jointly with assembly chairpersons, called for a ban on nuclear tests and development.
