NPT conference discusses first draft of Final Declaration

On May 25, the Nuclear Non-proliferation Treaty (NPT) Review Conference began closed-door discussion on Draft 1 of the "Final Declaration," presented by Libran Cabactulan, president of the conference.

At the general assembly held in the morning, the beginning of which was open to the public, Mr. Cabactulan explained why he identified the first draft of the document as the "Final Declaration," with a preamble, a designation used at review conferences from 1975 to 1995. At the 2000 and 2005 conferences, "Final Document" was used after the rule of unanimous agreement was established 10 years ago at the 2000 conference. Mr. Cabactulan said that state delegations feel "Final Declaration" better reflects the spirit of what is sought at this conference.

Immediately after, the Non-Aligned Movement (NAM) requested that the general assembly be adjourned so that it could hold a meeting to discuss Draft 1. Only two hours were spared for discussion on that day.

On May 26, the NPT Review Conference will mainly discuss the "Action Plan," including measures for nuclear disarmament, which could impact NPT parties in the future. Such issues as strengthening inspections by the International Atomic Energy Agency (IAEA) and the "Resolution on the Middle East" are likely to induce gamesmanship. Even after three weeks, the gap with regard to these issues has not been narrowed.

President Cabactulan is planning to present Draft 2 based on the discussions held on May 25 and 26.
