Final declaration of World Summit of Nobel Peace Laureates to propose convention for nuclear abolition

On November 13, the second day of “The 2010 World Summit of Nobel Peace Laureates,” the participants continued to hold discussions under the theme of “The Legacy of Hiroshima: A World Without Nuclear Weapons” at the Grand Prince Hotel Hiroshima in Minami Ward. An appeal for a comprehensive convention for the elimination of nuclear weapons will be included in the Hiroshima Final Declaration, which will be announced in Hiroshima Peace Memorial Park in the city center on November 14, the final day of the summit.

On the day, a draft plan involving the final declaration was prepared by the drafting committee. Moved by the A-bomb account they heard at the opening session of the summit, the participants have specified in the draft that they “have no doubt that the use of nuclear weapons against any populated area should be regarded as a crime against humanity and shall henceforth be prohibited.” The draft denounces the principle of nuclear deterrence, which justifies the possession of nuclear weapons, as “totally outdated and must be rejected”.

The draft presents such proposals as these to the world: The world should affirm that “the use of nuclear weapons is immoral and illegal”; Nuclear weapon states should “make deep cuts in their existing arsenals” and join multilateral negotiations; China, the United States, Iran, and Israel, among other nations, should ratify the Comprehensive Test Ban Treaty (CTBT), while India, Pakistan, and North Korea should sign and ratify the CTBT; Nations should “start work on a universal treaty to abolish nuclear weapons, in partnership with civil society.”

At one session on the second day, Hiroshima Mayor Tadatoshi Akiba made an appeal for cities to act beyond the framework of nations, which are divided by national borders.

On November 14, the final day of the summit, six Nobel Peace Prize laureates, including the 14th Dalai Lama, will deliver remarks in Hiroshima Peace Memorial Park at 9:30 a.m. There will also be a ceremony to present the “Peace Summit Award 2010” to Roberto Baggio, the Italian soccer star. These events are open to the public.
